1. The Particulars of Colliery Division's organization

About Collieries Division

The Coal mines of colliery Division are located in the states of Jharkhand and West Bengal. There are 03(three) operational mines namely Chasnalla Colliery, Jitpur Colliery and Ramnagore Colliery and 01(one) opencast project i.e Tasra Opencast Project. Among the three (03) operating mines Chasnalla and Jitpur colliery are located in Jharia coal field, Dhanbad , Jharkhand and produce coking coal while Ramnagar Colliery is located in Raniganj coalfield which produces non-coking coal.

Collieries Division, with its head quarters at Kolkata, oversees all aspects of mining operations in case of Coal. It has a Planning and Development Wing taking care of medium- and long- term requirements of the company.

In order to utilize human resources effectively, prime importance is laid on the welfare of the workforce and development of potential to achieve high performance levels. A well-equipped VTC centre operates at Chasnalla as nodal agency for training for all the Collieries.

SAIL has been operating mines for more than 30 years and has sufficient expertise in the operation and maintenance of open cast as well as underground coal mines.

2. The powers and duties of officers and employees

[A] Powers delegated by Board to the employees

In terms of powers delegated to it under the Articles of Association of the company, the Board of Directors has delegated certain powers to the Chairman of the company for the management of the company. The Chairman has further sub-delegated some of his powers to Functional Directors and senior executives of the company. The same are revised / modified from time to time depending upon exigencies of the work.

Director, (Raw Material & Logistics) has further delegated some of the powers to executives at various levels for discharge of duties. The Delegation of Powers (DOP) to the Executive (Collieries) are as follows:

DELEGATION OF POWERS:-

The DOP has been broadly divided into 2 schedules.

Schedule.I:- Consists of the administrative and Disciplinary powers to be exercised by executives at various levels irrespective of their departments and positions held in the organization structure.

Schedule.II:- Contains the detailed powers for the executives of different functional department. In addition there are certain guidelines which are to be followed while exercising the powers.

3. The procedure followed in the decision-making process, including channels of supervision and accountability:-

The proposals requiring decisions are initiated at the appropriate level of the executive, depending upon the nature of the proposal. The approval is accorded by the executives depending upon the Delegation of Powers. Wherever required, the concurrence of Finance is taken at the appropriate level as per the delegation of powers. In case of matters requiring more than two departments, a multi disciplinary committee consisting of executives of appropriate levels of the concerned departments, is formed to expedite the decision-making wherever required.

4. The norms set for the discharge of its functions:-

The speed of decision-making and discharging functions is very important. All efforts are made to clear the proposals/complete the assigned task at the earliest possible.

Norms are indicated in the relevant Rules/Manual/Guidelines.

10. The monthly remuneration received by each of its officers and employees, including the system of compensation as provided in the Company regulations:-

The remuneration of the officers (Executives) of the company is governed by the guidelines of the Department of Public Enterprises Government of India. The pay scales of officers are of Industrial DA pattern. The Remuneration of employees (Non-Executives) is fixed through negotiation with workmen's Union subject to the overall guidelines of Department of Public Enterprises Government of India. The monthly emoluments of officers and workmen at various grades of pay scale are given below:
