    There is no such facility available for public at the Company’s Corporate Office. However, use of Library situated on the ground floor of Ispat Bhawan can be allowed with prior permission of Chief of Corporate Affairs.

The particulars of CCSO organisation

Central Coal Supply Organization (CCSO), a vital unit under the Operations Directorate of Steel Authority of India Limited is located in the coal belt of Dhanbad. CCSO is entrusted with the responsibility of supplying coal, which is one of the major raw materials in steel making, to the five integrated steel plants of SAIL located at Bhilai, Durgapur, Rourkela, Bokaro and Burnpur. It has an experienced and dedicated workforce of 181 employees which operates from its headquarters at Dhanbad with branch offices at Kolkata, Asansol, Adra, Bilaspur and with an expanded network throughout various coking coal washeries and collieries of the country. The average daily dispatch of indigenous coking coal to SAIL steel plants is around 12-13 thousand tones. Besides this, supply of 16-17 thousand tons per day of Power House Coal, consumed in the Captive Power Plants of SAIL Steel Plants is also managed by CCSO.

FUNCTIONS OF CCSO

  1. Long & short term linkage planning for steel plants under SAIL Proper assessment of quality of coal loaded at loading points.
  2. Witnessing of weighment at loading point.
  3. Liasioning with the coal companies to supply coal as per the desired quality and quantity to SAIL plants.
  4. Liasioning with Railways to supply rake as per the availability and requirement of SAIL plants.

The powers and duties of officers and employees

1. Operations:

2. Finance & Accounts:

(a) Estimation of monthly expenditure for fund allocation.
(b) Funds management and maintaing close interaction with Banks.
(c) Processing and payment of Coal Bills to the tune of Rs.2375 Crores (Approx.) per annum to CIL subsidiaries    
through E-Payment.
(d) Restrict expenditure within allocated amount
(e) Commercial settlement for coal supplies
(f) Focus on cost reduction and identify areas of expenditure control.
(g) Ensure pay roll, P.F. and other employee payments on time
(h) Ensuring P.F and other deductions as per schedule.
(i) Financial appraisal and concurrence of investment/purchase Proposals.
(j) Ensure timely procurement of material.
(k) Audit of Accounts and transaction by CAG &Statutory audit 
(l) Settlement of IUCA A/c with other Plants/Units of SAIL.
(m) Statutory compliance with Income Tax Act & Rules, VAT, Service Tax, Sales Tax etc. and submission of periodical returns

3. Personnel & Administration:

(a) Enhance motivation and productivity level of employees
(b) Maintain harmonious and productive industrial relations
(c) Effective manpower planning and control.
(d) Build climate to facilitate smooth implementation of organizational change
(e) Ensure implementation of HRD initiatives.
(f) General administrative issues.
(g) Ensure proper maintenance/upkeep maintenance of Cos’ quarters, Roads, Lighting and essential services

Procedure followed in the decision making process including channels of supervision and accountability

SAIL / CCSO follows a well defined procedure for decision making keeping in view accountability and prompt decision making. The frontline executives-Jr. Officer/Jr. Manager/Asstt. Manager/Dy. Manager/Manager normally initiate proposal and depending upon the nature of proposal, it is approved by Sr. Manager/AGM/DGM/GM/Head of Unit as per delegation of power. If required, concurrence of finance is also taken. In some cases, advice of Law / Vigilance is also sought.

In case of matters requiring consideration of matter by more than two departments, a multi disciplinary committee consisting of executives of appropriate levels of the concerned departments is formed to expedite the decision-making.

Note:

  1. In case of employees posted in various fields/outside Dhanbad, the Leave application/Monthly attendance report of different areas shall be duly ratified by the respective Controlling Officers as per the Sub Delegation stated above.
  2. All Sanctioned Leave application shall be forwarded to PS to GM for information and recording.
  3. In the absence of HOD,CCSO from Headquarters while on leave/official duty, the regular jobs of Head of CCSO shall be looked after by the senior most DGM ,CCSO present in head quarter . However, decisions beyond the above sub-delegation, if required to be taken on urgent cases, to be taken after consulting Head of CCSO.

The Monthly remuneration received by each of SAIL’s Officers and Employees, including the system of compensation as provided in its regulations

The remuneration of the officers (Executives) of the company is governed by the guidelines of the Department of Public Enterprises Government of India. The pay scales of officers are of Industrial DA pattern. The Remuneration of employees (Non-Executives) is fixed through negotiation with workmen’s Union subject to the overall guidelines of Department of Public Enterprises Government of India. The monthly emoluments of officers and workmen at various grades of pay scale are given below:
