Particulars of ASP’s organisation, functions and duties

Alloy Steels Plant (ASP) was set up in January 1965 under Hindustan Steel Limited, now Steel Authority of India Limited (SAIL). ASP is an Electric Arc Furnace (EAF) based alloy & special steels producer. The plant is equipped with EAFs, VAD, VOD, AOD Converter, Ladle Furnaces, Continuous Casting Machine, Blooming & Billet Mill (900mm Roughing Mill, 700mm Billet Mill & 650mm Finishing Stands), Forge Shop with a 2,000 T Hydraulic Press & Hammers of 5T/2T capacities, Plate Mill, Conditioning and Heat Treatment facilities. ASP is a unique special steels producer having both stainless steel as well as non-stainless steel making facilities under one roof.

ASP is located at Durgapur in Burdwan district of West Bengal around 175 KM from Kolkata, along the Howrah-Delhi Main Railway line & Grand Trunk Road (National Highway-2).

The plant is headed by Executive Director (ED) who manages the business of the Company and reports to Chief Executive Officer (CEO), Durgapur Steel Plant (DSP). The respective Functional Heads like, Head of Projects, Head of Works, Head of Materials Management & Business Planning, Head of Personnel & Administration, Head of Finance & Accounts report to Executive Director, ASP.

The main function of ASP’s are:

  • To carry on in India and elsewhere the business of manufacturing, selling and exporting in the field of all grades of Alloy and special steels.

Powers and duties of its Officers and employees:

ASP is a unit of SAIL, registered under the Company act, 1956. In terms of power delegated to it under the articles of Association of the Company, the Board of Directors has delegated certain powers to the Chairman of the Company for the management of the Company. The Chairman has further sub-delegated some of his powers to the Chief Executive / Executive Director of ASP for smooth running of the unit i.e. ASP.
In ASP the following general functions are performed:

  • Long term strategic planning for the Company.
  • Policy formulation as per guidelines received from the Corporate Office of SAIL.
  • Developing norms of performance in every functional area.
  • Ensuring smoother and efficient operations and achievement of optional performance of existing resources, ensuring fulfilling of targets and orderly growth of the Company.
  • Co-ordination with all external agencies, Central and State Governments, Ministries, Railways, Suppliers etc. in order to improve overall company operations.
  • Development of well-motivated workforce and a highly competent managerial cadre in the company.
  • Control/Review of all other general functions viz. Personnel, Welfare, Finance, Projects, Administration and other service agencies.

Procedure followed in the decision making process including Channels of Supervision and accountability

ASP is a commercial organisation functioning in a fiercely competitive environment, facing competition both from domestic and international producers. The Company has well defined systems with respect to decision-making process. Generally, the proposals requiring decisions are initiated at the appropriate level of the executive, depending upon the nature with regard to financial implication, urgency and importance of the matter. Normally, the proposals are initiated at the level of E2-E6 (Asst. Manager to AGM), screened/forwarded by HODs/Principal HODs in the rank of AGM/DGM. Concurrence of Finance & Accounts (CFA) is taken wherever applicable or required as per Delegation of Powers (DoP). The approval is accorded by the executives at the level of GM / ED / Director depending upon the DoP. In case where consideration of matter by more than two departments is required, a multidisciplinary committee consisting of executives of appropriate levels of the concerned departments is formed to expedite the decision-making.

Norms set for discharge of its function

The entire operations area of the Plant has been covered under ISO: 9001:2015 quality standards. The ISO standards set up the norms for functioning of the entire production area and also that of the allied functions such as training and development, which provide services to the Plant. Plant has also been certified for compliance of ISO 14001:2015 and OHSAS 18001:2007 standards.

Techno-economic norms have been quantified and specified for the total production process covering every department and these norms provide the guidelines for carrying out the different activities.

Statement of categories of documents that are held by ASP or under its control

Procedure manual of ISO-9001: 2015 for entire product range and ISO/TS-16949:2009 for auto grade products are the documents which are held by ASP.
ASP is a production unit of SAIL and the documents held by SAIL are also applicable to ASP and guides the functioning of the Plant under the guidance and directives of the Corporate Office and the Board of Directors of SAIL. The documents held by SAIL are listed below:

1. Memorandum of Understanding (MOU) signed between SAIL and Ministry of Steel, Government of India.
2. Memorandum of Association and Articles of Association
(SAIL was incorporated on 24th January 1973 under the Companies Act, 1956)
3. Annual Report.

Particulars of any arrangement that exists for consultation with or representation by the members of the public in relation to the formation of its policy or implementation thereof

There is no formal arrangement for consultation by members of public in relation to policy formulation or implementation thereof. As a business organization working on commercial lines, ASP is neither expected nor required to consult the members of the public in this regard.
However, with regard to implementation of peripheral development schemes or other general measures for the general public, informal discussions are held with the people’s representatives to ascertain their views as well as that of the public whom they represent.
The organization also takes note of the public view as reflected in the local media and assessed through informal interactions of the management collective with cross-sections of the residents of Durgapur Township and takes effective steps to ensure that these are given due cognizance while formulating and implementing schemes/ programmes that affect the common populace.

Such bodies are constituted at Corporate level for Steel Authority of India Limited itself such as National Joint Committee for Steel, Committee for Production and Productivity, Joint Committee on Safety, Health, and Environment in Steel Industry etc.
Representatives from Alloy Steels Plant from both the Management and the employees’ side are participants in such committees and are actively involved in the decision making process therein. The decisions of these bodies are implemented at Plant level.

The monthly remuneration received by each of its officers and employees, including system of compensation as provided in company regulation

The remuneration of the officers (Executives) of the company is governed by the guidelines of the Department of Public Enterprises, Government of India. The pay scales of officers are of Industrial DA pattern. The Remuneration of employees (Non-Executives) is fixed through negotiation with workmen’s Union subject to the overall guidelines of Department of Public Enterprises Government of India. The monthly emoluments of officers and workmen at various grades of pay scale are given below:

The manner of execution of subsidy programs including the amounts allocated and the details of the programmes

No subsidy programme is executed by Alloy Steels Plant. As a part of its Corporate Social Responsibility, Alloy Steels Plant undertakes various peripheral development programmes/ activities for the benefit of the public / people residing in the peripheral villages.

Particulars of recipient of concession, permits or authorisation granted by it

As a commercial organization functioning in a fiercely competitive market, Alloy Steels Plant does not generally provide any concessions or permits which may result in lesser financial inflow to the organization. As an exception, relating to the Corporate responsibility of a PSU, the Materials Management Department of Alloy Steels Plant provides concessions of the following nature:-

  1. Giving Purchase Preference to Public Sector / Government Undertakings/ SMEs as per relevant Government Guidelines on the subject;
  2. Exempting Government Undertakings / SME Units from submission of Earnest Money Deposit in Purchase Tenders.

The particulars of the facilities available to citizens for obtaining information including the working hours of a library or reading room, if maintained for public use

At present there is no such facility available for public at ASP. However, the Technical Library situated in the RCL Building (inside the plant) is used by students coming to ASP for Vocational Training with prior permission of Head of RCL and HRD Centre.
