The particulars of SAIL's organization, functions and duties

1.1 Centre for Engineering & Technology (CET) was formed in 1982 in pursuance of decision taken by SAIL Board in its 83rd meeting held on 28th January 1982. CET is the technical solution provider for all project needs, including preparation of Feasibility reports, Tender Specifications, Evaluation of Bids, Design & Engineering and designer supervision in iron & steel making and related areas like mine planning & development, industrial piping, material handling systems, pollution control system, water supply & sanitation, power plants, etc.

CET has sub-centres I unit offices at following locations:

  3. CET Subcentre Durgapur
  4. CET Subcentre Rourkela
  5. CET Subcentre Burnpur
  6. CET Subcentre Bhadrawati

CET is an ISO 9001 :2008 certified organization. It is planning to get certified against ISO 9001:2015. CET came into being in 1982 to fulfill the need for establishing a team equipped with latest technical know-how to achieve a decisive edge over the competitors. From a modest beginning, it has come a long way and has established itself firmly, handling projects of all hues & shades related to Mining & Steel Industry. With the experience gained, especially in brown-field projects, it has grown into a full-fledged consultancy unit of the steel industry with its head office at Ranchi.

1 .3 CET is playing a vital role in providing design, engineering and consultancy support to SAIL Plants/units and has excelled itself in providing a complete range of services from concept to commissioning of projects in the steel industry.

1 .5 CET lays emphasis on systematic and focused approach towards its human resources to ensure quality deliverables on time. Providing technical managerial inputs, regular international exposure and creating & sustaining a culture of knowledge management are helping CET in building a competent and knowledgeable work force.

CET is headed by the Executive Director, who is assisted by an experienced team of General Managers (GMs) at Ranchi and various sub-centres. Heads of various Departments (HODs) complete the managerial set-up in running its operations smoothly.

The powers and duties of CET’s officers and employees

2.1 POWERS

CET being an in-house design, engineering and technical services providing unit of SAIL, its executives draw powers from hierarchy of SAIL.

2.1.1 Powers delegated by Board to Executive Director, CET

In terms of powers delegated to it under the Articles of Association of the company, the Board of Directors has delegated certain powers to the Chairman of the company for the management of the company. The Chairman has further sub-delegated some of his powers to the CEOs, Functional Directors, Executive Directors and senior executives of the company. The same are revised/modified from time to time depending upon exigencies of the work. Being confidential in nature, the delegation of powers to the Chairman /Directors /Executive Directors and also the financial powers of the executives are not being disclosed.

2.1.2 Power delegated by Executive Director to employees of CET

For smooth and effective working of CET, ED has sub-delegated his powers to various levels of employees of CET. These powers are subject to change from time to time as per the decision of ED, CET, This document is confidential in nature.

2.2 Duties 

2.2.1 Duties of Engineers and other technical staffs in Technology, Engineering, Projects Divisions and Sub-centres / Unit Offices

  • Carrying out detailed technical studies of various scheme / projects referred by the Plants / Units or Corporate Office or SAILCON.
  • Preparation of feasibility reports, detailed project reports covering the technical, technological and techno- economic aspects to enable the plants and units to prepare investment proposals.
  • Assisting the plants and units at the time of scrutiny of the proposals by appraising/approving authorities.
  • Assisting the plants and units to defend the proposals at the time of scrutiny by appraising/approving authorities..
  • Providing detailed engineering support, making technical and ordering specifications, assisting the plants in evaluation and finalization of tenders, approval of vendor drawings, providing designers' supervision, etc., for implementing the sanctioned schemes and proposals.
  • Identification of technology improvement measures in consultation with R&D Centre in the various processes and plan for adoption of the same in the various plants by acquiring design and know-how capability.

2.2.2 Duties of Inter Plant Steel Standard (IPSS)

  • Developing interplant company standards and coordination with national and interplant standardization organizations.

2.2.3 Duties of Officers and employees in Finance Section:

  • Preparation of employee's remunerations & benefits and payments thereof.
  • Statutory recoveries from employees salary like income tax, PF, SCSBF, EPF etc and their remittances to the respective funds.
  • Assessment of Income Tax of employees. Provisional estimate for recoveries & final calculations for issuing certificates.
  • Passing of contractors / parties bills and payments thereof including recoveries of income tax from their bills.
  • Passing of employees bills and advances and payment thereof.
  • Accounting of all transactions, maintenance and scrutiny thereof.
  • Closing of accounts and audit thereof.
  • Dealing with Govt. and Internal Audits
  • Preparation of budgets — Revenue and Capital after considering the requirement of various departments / Sub-centres/ Unit Offices.
  • Preparation of employees HBA, Conveyance Advance budget in consultation with P&A.
  • Periodic monitoring and control of all types of budgets
  • Issue of T DS certificates to employees and contractors.
  • Filing of ET DS return.

2.2.4 Duties of Officers and Employees in Personnel & Administration Section:

  • Manpower Planning, Transfer & Placement
  • Training
  • Performance Appraisal and Promotion
  • Pay Fixation
  • Processing of advances for HBA, Conveyance, and Medical Treatment etc.
  • Implementing various welfare schemes for employees
  • Implementing various employees motivation scheme of SAIL
  • Maintaining records of leave, LTC/LLTC etc.
  • Providing retirement benefits and other personnel services to employees as per the rules of the company given in Personnel Manual.
  • Implementing statutory rules of Central / State Govt.
  • Maintaining harmonious Industrial Relations.
  • Maintenance of records of assets
  • Receipt and Dispatch of documents
  • Coordination of Grievance Committee for redressal of complaints and grievances of employees
  • Telephone and Communications facilities
  • Hospitality and Transport
  • Repair & Maintenance of office equipment, furniture’s and fixtures

The procedure followed in the decision-making process, including channels of supervision and accountability

CET is an in-house design, engineering and consultancy unit of SAIL. Its main activities include preparation of reports, specifications, doing detail engineering, approving vendors' drawings and providing designer supervision during implementation of projects. During all phases of project implementation, the speed of decision-making is very important for timely implementation of projects. The organization has well defined systems with respect to decision-making process. Generally, the proposals requiring decisions are initiated at the appropriate level of the executive, depending upon the nature with regard to financial implication, urgency, and importance of the matter. Normally, the proposals are initiated at the level of Assistant Manager/Deputy Manager/Manager. (The approval is accorded by the executives at the level of DGM/GM depending upon the Delegation of Powers). Executive Director approves the matters, which are beyond the delegated powers of GMs.

For procurement cases / job contracts, the proposals are also examined by indent-processing agency/screening committee. Wherever required, the concurrence of Finance is taken at the appropriate level as per the delegation of powers. In case of matters requiring consideration by more than two departments, a multi-disciplinary committee consisting of executives of appropriate levels of the concerned departments is formed to expedite the decision-making. The proposals pass through appropriate levels before the approval of Competent Authority. Procurement is done as per Purchase/Contract Procedure and its amendments.

CET being in-house unit of SAIL, it mostly accepts assignments referred by SAIL plants / units. The written request for new assignments are generally forwarded by SAIL steel plants / units to respective sub centers of CET. The request is forwarded to Project Section at Ranchi. Project Section consults the concerned section and obtains ED's approval for acceptance of the assignment. The formal letter of acceptance of assignment is then sent to Plants / Units.

The concerned groups of officers who have been assigned the work take necessary decisions, during preparation of technical documents. Supervision / monitoring of work is done by the Head of the Department at periodical intervals by way of review of progress/work. Design review of all feasibility reports is compulsorily done by way of presentation where senior executives and HoDs are present. The reports are released to the customers after design review.

Concerned officers take necessary decisions, for various duties in the areas of finance and personnel & administration. These are implemented after approval of superiors or as per the Personnel Manual.

4.1 The norms set in CET for preparation and delivery of technical documents and providing service to customers are as follows

Interim reply regarding acceptance / non-acceptance of assignments. Within 6 working days from the date of receipt of customer communication in projects section by I/c Projects.

Verification of design sheets, summary sheets, design calculation, drawings, specifications 100%

4.2 Guiding principles of CET working:

Following guiding principles are followed for working of CET:

  1. For Technical Matters: Guidelines/Procedure described in Quality Manual of CET.
  2. For Personnel Matters: Personnel Manual issued by SAIL Corporate Office
  3. For Contract Commercial Matters: Guidelines described in Purchase/Contract Procedure of SAIL.
  4. For Financial Matters: Guidelines given in Accounts Manuals of SAIL

5.1 Following instructions I rules I regulations I manuals are held and used by CET employees for discharging of functions:

  1. Purchase/Contract Procedure of SAIL.
  2. Standard Bidding Document (SBD) of SAIL.
  3. Personnel Manual of SAIL.

The above manuals are under the control of SAIL Corporate Office.

5.2 Following rules / regulations / instructions I manuals I records are held by CET and under its control are used by its employees for discharging of their duties:

  1. Quality Manual.
  2. A copy of report / specification sent to plants. These reports contain information, which are intellectual properties of SAIL. Hence are of confidential in nature.
  3. The Personal Records of employees of CET.
  4. Finance Records for employees / contractors of CET.

Technical records: One copy of following documents prepared by CET and submitted to the customers is kept in technical archives for future reference:

  • Mining scheme (MNS)
  • Tender specification (TS)
  • Ordering specification (OS)

All these documents are intellectual properties of SAIL and hence confidential in nature.

CET has no separate board of its own. It is one of the units of SAIL and is governed by decisions of SAIL Board.

For internal working of CET following committees are there:

  • Steering Committee for Quality Management system of CET: Steering Committee is constituted as the apex body for establishing, implementation, maintenance and continual improvement of Quality Management System of CET. The committee is headed by Executive Director CET.
  • Screening Committee for job contracts: The committee is constituted for screening of indents raised by different sections for annual maintenance / service contracts. The committee is headed by GM of CET.
  • Screening Committee for purchase case: The committee is constituted for screening of indents raised by different sections for purchase of office equipment.
  • Training Advisory Committee: In order to approve the training plan and monitor fulfillment of training plan, this committee has been constituted and is headed by Executive Director.
  • Idles Asset Committee: Scrutiny of proposal for idle assets, recommending for write off, and deciding for disposal of the written off assets
  • Acceptable Makes Committee.
  • Risk Management Committee
  • Standing Committee for finalization/ review of rate contract for CAD based drafting & drawing work with outside parties
  • Infrastructure Management Committee to retain
  • Sub-committee for Reserve price fixation for idle assets
  • Sub-committee for physical verification + study of idle assets for write-off at CET, Ranchi
  • Safety & Fire Prevention Committee to check.

10.0 The Monthly remuneration received by each of SAIL's Officers and Employees, including the system of Compensation as provided in its regulations

The remuneration of the officers (Executives) of the company is governed by the guidelines of the Department of Public Enterprises Government of India. The pay scales of officers are of Industrial DA pattern. The Remuneration of employees (Non-Executives) is fixed through negotiation with workmen's Union subject to the overall guidelines of Department of Public Enterprises Government of India. The monthly emoluments of officers and workmen at various grades of pay scale are given below:
