1.1 Centre for Engineering & Technology (CET) was formed in 1982 in pursuance of decision taken by SAIL Board in its 83rd meeting held on 28th January 1982. CET is the technical solution provider for all project needs, including preparation of Feasibility reports, Tender Specifications, Evaluation of Bids, Design & Engineering and designer supervision in iron & steel making and related areas like mine planning & development, industrial piping, material handling systems, pollution control system, water supply & sanitation, power plants, etc.
CET has sub-centres I unit offices at following locations:
CET is an ISO 9001 :2008 certified organization. It is planning to get certified against ISO 9001:2015. CET came into being in 1982 to fulfill the need for establishing a team equipped with latest technical know-how to achieve a decisive edge over the competitors. From a modest beginning, it has come a long way and has established itself firmly, handling projects of all hues & shades related to Mining & Steel Industry. With the experience gained, especially in brown-field projects, it has grown into a full-fledged consultancy unit of the steel industry with its head office at Ranchi.

1 .3 CET is playing a vital role in providing design, engineering and consultancy support to SAIL Plants/units and has excelled itself in providing a complete range of services from concept to commissioning of projects in the steel industry.
1 .4 CET's Areas of Expertise
1 .5 CET lays emphasis on systematic and focused approach towards its human resources to ensure quality deliverables on time. Providing technical managerial inputs, regular international exposure and creating & sustaining a culture of knowledge management are helping CET in building a competent and knowledgeable work force.
CET is headed by the Executive Director, who is assisted by an experienced team of General Managers (GMs) at Ranchi and various sub-centres. Heads of various Departments (HODs) complete the managerial set-up in running its operations smoothly.
CET being an in-house design, engineering and technical services providing unit of SAIL, its executives draw powers from hierarchy of SAIL.
2.1.1 Powers delegated by Board to Executive Director, CET
In terms of powers delegated to it under the Articles of Association of the company, the Board of Directors has delegated certain powers to the Chairman of the company for the management of the company. The Chairman has further sub-delegated some of his powers to the CEOs, Functional Directors, Executive Directors and senior executives of the company. The same are revised/modified from time to time depending upon exigencies of the work. Being confidential in nature, the delegation of powers to the Chairman /Directors /Executive Directors and also the financial powers of the executives are not being disclosed.

For smooth and effective working of CET, ED has sub-delegated his powers to various levels of employees of CET. These powers are subject to change from time to time as per the decision of ED, CET, This document is confidential in nature.

CET is an in-house design, engineering and consultancy unit of SAIL. Its main activities include preparation of reports, specifications, doing detail engineering, approving vendors' drawings and providing designer supervision during implementation of projects. During all phases of project implementation, the speed of decision-making is very important for timely implementation of projects. The organization has well defined systems with respect to decision-making process. Generally, the proposals requiring decisions are initiated at the appropriate level of the executive, depending upon the nature with regard to financial implication, urgency, and importance of the matter. Normally, the proposals are initiated at the level of Assistant Manager/Deputy Manager/Manager. (The approval is accorded by the executives at the level of DGM/GM depending upon the Delegation of Powers). Executive Director approves the matters, which are beyond the delegated powers of GMs.
For procurement cases / job contracts, the proposals are also examined by indent-processing agency/screening committee. Wherever required, the concurrence of Finance is taken at the appropriate level as per the delegation of powers. In case of matters requiring consideration by more than two departments, a multi-disciplinary committee consisting of executives of appropriate levels of the concerned departments is formed to expedite the decision-making. The proposals pass through appropriate levels before the approval of Competent Authority. Procurement is done as per Purchase/Contract Procedure and its amendments.
CET being in-house unit of SAIL, it mostly accepts assignments referred by SAIL plants / units. The written request for new assignments are generally forwarded by SAIL steel plants / units to respective sub centers of CET. The request is forwarded to Project Section at Ranchi. Project Section consults the concerned section and obtains ED's approval for acceptance of the assignment. The formal letter of acceptance of assignment is then sent to Plants / Units.
The concerned groups of officers who have been assigned the work take necessary decisions, during preparation of technical documents. Supervision / monitoring of work is done by the Head of the Department at periodical intervals by way of review of progress/work. Design review of all feasibility reports is compulsorily done by way of presentation where senior executives and HoDs are present. The reports are released to the customers after design review.
Concerned officers take necessary decisions, for various duties in the areas of finance and personnel & administration. These are implemented after approval of superiors or as per the Personnel Manual.
The norms set by CET for the discharge of its functions

The remuneration of the officers (Executives) of the company is governed by the guidelines of the Department of Public Enterprises Government of India. The pay scales of officers are of Industrial DA pattern. The Remuneration of employees (Non-Executives) is fixed through negotiation with workmen's Union subject to the overall guidelines of Department of Public Enterprises Government of India. CET is working as a single unit. There is no agency of CET. There is no separate budget for various departments / sub-centres. All the requirements are met from the centralized budget of CET.
