  12. The manner of execution of subsidy programs including the amounts allocated and the details of beneficiaries of such programs.
  13. Particulars of recipients of concessions, permits, authorizations granted by SAIL.
  14. Details in respect of the information available to or held by it, reduced in an electronic form.

  15. The particulars of facilities available to citizens for obtaining information including the working hours of a library or reading room, if maintained for public use.
    There is no such facility available for public at the Company’s Corporate Office. However, use of Library situated on the ground floor of Ispat Bhawan can be allowed with prior permission of Chief of Corporate Affairs.
  16. The names, designations and other particulars of the Public Information Officers.
  17. Such other information as may be prescribed and thereafter update these publications every year.

Particulars Of Organisation, Functions And Duties

Chandrapur Ferro Alloy Plant (CFP), is a Unit of Steel Authority of India Ltd (SAIL) and is subjected to the control of Ministry of Steel, Government of India.

The Plant is located at Chandrapur in the state of Maharashtra. Executive Director appointed by SAIL is the CEO of the organization and is stationed at Chandrapur. He is assisted by the Head of Departments of Works, Projects, Finance, Personnel & Administration, Materials Management, Marketing, Vigilance, Law, Internal Audit and Public Relations.

The Production facilities in the Plant consist of three Submerged Arc Furnaces (annual production capacity - 1,90,000 tonnes of Ferro Manganese) for production of Manganese based ferro alloys; one Electric Arc Furnace for production of medium carbon Ferro Manganese (annual production capacity - 2,500 tonnes); one Power Plant of 4.2 MW capacity; two Sinter Plants (annual production capacity - 30,000 tonnes).

Other Service Departments include Raw Material Yard, finished Product Handling Yard, Maintenance Departments, Laboratory Dept, Safety Engineering Dept, Material Management & MarketingDept, Personnel & Administration Dept, Finance & Accounts Dept etc.

The main functions of CFP are:

  1. Production and supply of High Carbon Ferro Manganese, Medium / low Carbon Ferro Manganese and Silico Manganese to the integrated steel plants of SAIL and sale of undersize products to private sector.
  2. To help SAIL plants in formulating policies with respect to procurement of ferro alloys, a major raw material, for their steel plants.
  3. To help SAIL in conducting R&D activities with respect to ferro alloys and developing new grades of ferro alloys
  4. To ensure uninterrupted supply of ferro alloys to SAIL plants.
  5. To procure required quantity of Manganese ore from different sources including own mines.

The powers and duties of officers and employees

INTRODUCTION

Executive Director, CFP is the Chief Executive of Chandrapur Ferro Alloy Plant and stationed at Chandrapur.The executives in different departments/sections have to work according to the powers delegated to them as per the Delegation of Powers and perform the following general functions –

- Achieve clarity and organizational objectives on goals and as per the plans of action.
- Develop norms of performance in every functional area and secure commitment for improved norms.
- Ensure smooth and efficient operation and achieve optimal performance of different departments.
- To take capital investment decisions within the powers of ED. 
- Co-ordinate with all external agencies i.e. Central & State Govt. offices, in order to improve overall operations of the Plant.
- Project of image of the Plant through various media to the public in general.
- To manage the resources to the maximum potential and generate budgeted profit.

  • Despatch of ferro alloys to SAIL Steel Plants and other consumers in open market.

Materials Management & Contracts:

  • Procure right quality and quantity of materials and services in time.
  • Make all out efforts to procure materials/services at competitive prices.
  • Maintain Minimum stock levels as per norms fixed and improve from time to time.
  • Maintain all weighing equipment/Machinery.
  • Provide and maintain different contracts and agreements for services throughout the year at minimum cost and best service to the organization.
  • Vendor development.

Projects:

  • Prepare, monitor and implement Corporate plan for the organization.
  • Conceive, plan and implement various projects sanctioned from time to time.

Marketing:

  • Evolve and implement Marketing Plan for sale of prime products and by-products of the Plant under Conversion Agreement to SAIL plants and other consumers in open market including export as per ABP.
  • Develop and improve customer base on regular basis.
  • Study market and regularize pricing of products periodically and as & when required.
  • Co-ordinate between SAIL Plants & Units, Buyers, Production & Despatch Depts.

Law:

  • Advise Executive Directors on various issues provided under different statutes and laws.
  • Comply with all legal requirements of the Plant.

Communication/PR Dept:

  • Prepare PR Budget and implement
  • Take steps for publicity, and effective co-ordination with local, regional and national press and electronic media for maintaining good image of the organization.
  • Publication of House Magazines.
  • Issue press releases and organize press conferences as and when required.

Internal Audit Dept:

  • Conducting, monitoring and reporting various audit observations carried out regularly and periodically.
  • Co-ordinate with Statutory Auditors, Govt. and CAG Auditors
  • Co-ordinate between different depts. in the organization and Auditors for satisfying various audit queries, preparation of suitable replies.
  • Submission of Internal Audit Observations periodically to the Management

Procedure followed in the decision making process including channels of supervision and accountability

Chandrapur Ferro Alloy Plant being a unit of SAIL, follows the policies decided in the SAIL Board. SAIL has delegated powers to the Executive Director and CEO. The CEO has sub-delegated the power to the Heads of Departments.

All the Executive work according to the powers delegated to them as per the Delegation of Powers. Executives in the Departments implement the decisions taken as per the laid down procedures and are accountable to the extent of powers delegated. All executives work as per the hierarchy in the department.

The norms set in the various Procedures, Rules, Manuals, Acts and Laws are followed to discharge the functions. The norms are mainly set by SAIL Corporate Office. Local level guidelines are also used to streamline function of the Unit.

Annual Report:

The Report contains the CFP's overall performance during the preceding financial year, including production and financial performances. The Report also contains the Plant's audited financial accounts, expenditure and profit / loss statement.

THE PARTICULARS OF ANY ARRANGEMENT THAT EXISTS FOR CONSULTATION WITH OR REPRESENTATION BY, THE MEMBERS OF THE PUBLIC IN RELATION TO THE FORMULATION OF ITS POLICY OR IMPLEMENTATION, THEREOF

Chandrapur Ferro Alloy Plant is a Unit of Steel Authority of India Ltd, a Central Public Sector Undertaking, under the Ministry of Steel. All its policies are evolved and implemented as per the guidelines issued by SAIL from time to time. Thus, it does not necessitate consultation with public for formulation of its policies.

As such, no separate arrangement exists in Chandrapur Ferro Alloy Plant for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation, thereof.

The Monthly Remuneration received by each of its officers and employees,including the systems of compensation as proved in its regulations

The remuneration of the officers (Executives) of the company is governed by the guidelines of the Department of Public Enterprises Government of India. The pay scales of officers are of Industrial DA pattern. The Remuneration of employees (Non-Executives) is fixed through negotiation with workmen’s Union subject to the overall guidelines of Department of Public Enterprises Government of India. The monthly emoluments of officers and workmen at various grades of pay scale are given below:
