  5. The rules, regulations, instructions, manuals and records, held by SAIL or under its control or used by its employees for discharging its functions.
  6. A statement of categories of documents that are held by SAIL or under its control.
  7. The particulars of any arrangement that exists for consultation by the members of the public in relation to the formulation of its policy or implementation thereof.
  8. A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public.
  9. A directory of officers and employees of SAIL.
  10. The monthly remuneration received by each of its officers and employees, including the system of compensation as provided in the Company regulations.
  11. The budget allocated to each of its agency, indicating the particulars of all plans, proposed expenditures and reports on disbursements made.
  12. The manner of execution of subsidy programs including the amounts allocated and the details of beneficiaries of such programs.
  13. Particulars of recipients of concessions, permits, authorizations granted by SAIL.
  14. Details in respect of the information available to or held by it, reduced in an electronic form.

  15. The particulars of facilities available to citizens for obtaining information including the working hours of a library or reading room, if maintained for public use.
    There is no such facility available for public at the Company’s Corporate Office. However, use of Library situated on the ground floor of Ispat Bhawan can be allowed with prior permission of Chief of Corporate Affairs.
  16. The names, designations and other particulars of the Public Information Officers.
  17. Such other information as may be prescribed and thereafter update these publications every year.

The particulars of RMD ’s organization.

About Raw Materials Division

SAIL is the second largest organization in iron ore mining in India. RMD operates seven iron ore, one limestone & one dolomite mines, having long term exclusive leases for these. The RMD mines provide about 26 million tonnes of raw materials to meet almost the total iron ore and about 25% of its flux (limestone & dolomite) requirements. Steel Plants now require iron ore with 64% iron, iron making grade limestone with less than 5% silica, and steel making grade limestone with less than 1% silica.

Mines of RMD

The operating mines are located in the States of Jharkhand, Odisha and Madhya Pradesh. The mines are:

Iron Ore Kiriburu, Meghahatuburu, Bolani, Barsua, Kalta ,Gua & Manoharpur
Limestone Kuteshwar
Dolomite Tulsidamar

Raw Materials Division[RMD], with its headquarters at Kolkata, oversees all aspects of raw materials operations other than in the case of mines belonging to Bhilai Steel Plant[BSP]. It has a Planning & Development[P&D] Wing located at Rourkela taking care of medium and long term requirements of the Company.

In order to render centralized maintenance facilities to the mines, a Central Base Repair Shop(CBRS) has been established at Bolani Ores Mines[BOM]. This takes care of engines, transmission overhaul of heavy mining machinery like excavators, dumpers, blast hole drills, dozers, etc.

In order to utilize human resources effectively, prime importance is laid on the welfare of the workforce and development of potential to achieve high performance levels. A well-equipped HRD Centre, RTC, operates at Kiriburu as a Central Training Centre for training for all the mines under RMD.

SAIL has been operating mines for more than 50 years and has sufficient expertise in the operation and maintenance of open cast mines. It can provide consultancy in the fields of exploration, planning, development, operation and maintenance of mines.

The powers and duties of officers and employees.

[A] Powers delegated by Board to the employees

In terms of powers delegated to it under the Articles of Association of the company, the Board of Directors has delegated certain powers to the Chairman of the company for the management of the company. The Chairman has further sub-delegated some of his powers to Functional Directors and senior executives of the company. The same are revised/modified from time to time depending upon exigencies of the work.

Director, In-charge of RMD has further delegated some of the powers to executives at various levels for discharge of duties. Delegation of Powers (DOP) to the Executives of RMD are as follows :

The DOP has been broadly divided into 2 schedules.

Schedule I consists of the administrative and Disciplinary powers to be exercised by executives at various levels irrespective of their departments and positions held in the organisation structure.

Schedule II contains the detailed powers for the executives of different functional department. In addition there are certain guidelines which are to be followed while exercising the powers.

Procedure followed in the decision making process including channels of supervision and accountability

The proposals requiring decisions are initiated at the appropriate level of the executive, depending upon the nature of the proposal. The approval is accorded by the executives depending upon the Delegation of Powers. Wherever required, the concurrence of Finance is taken at the appropriate level as per the delegation of powers. In case of matters requiring more than two departments, a multi disciplinary committee consisting of executives of appropriate levels of the concerned departments, is formed to expedite the decision-making wherever required.

The speed of decision-making and discharging functions is very important. All efforts are made to clear the proposals/complete the assigned task at the earliest possible.
