17 items (manuals) prescribed in clause (b) sub-section 1 of Section 4, which every public authority is required to publish within one hundred and twenty days from the enactment of the Act

  1. The particulars of the organization.
  2. The powers and duties of officers and employees.
  3. The procedure followed in the decision-making process, including channels of supervision and accountability.
  4. The norms set for the discharge of its functions.
  5. The rules, regulations, instructions, manuals and records, held or under its control or used by its employees for discharging its functions.
  6. A statement of categories of documents that are held or under its control.
  7. The particulars of any arrangement that exists for consultation by the members of the public in relation to the formulation of its policy or implementation thereof.
  8. A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public.
  9. A directory of officers and employees.
  10. The monthly remuneration received by each of its officers and employees, including the system of compensation as provided in the Company regulations.
  11. The budget allocated to each of its agency, indicating the particulars of all plans, proposed expenditures and reports on disbursements made.
  12. The manner of execution of subsidy programs including the amounts allocated and the details of beneficiaries of such programs.
  13. Particulars of recipients of concessions, permits, authorizations granted by SAIL.
  14. Details in respect of the information available to or held by it, reduced in an electronic form.

  15. The particulars of facilities available to citizens for obtaining information including the working hours of a library or reading room, if maintained for public use.
    There is no such facility available for public at the Company’s Corporate Office. However, use of Library situated on the ground floor of Ispat Bhawan can be allowed with prior permission of Chief of Corporate Affairs.
  16. The names, designations and other particulars of the Public Information Officers.
  17. Such other information as may be prescribed and thereafter update these publications every year.

The particulars of its organisation, functions and duties

Salem Steel Plant of Steel Authority of India Limited, is a premium quality stainless steel producer with the brand name Salem Stainless, a well known name worldwide. It has a saleable production capacity of 3,40,000 tonnes per annum, cold rolling capacity of 1,46,000 tonnes per annum and hot rolling capacity of 3,64,000 tonnes per annum.

The plant has two liaison offices in New Delhi and Chennai respectively. Its products are marketed through SAIL’s Central Marketing Organisation’s nationwide network with Sales Offices in Ahmedabad, Coimbatore, Bangalore, Hyderabad, Chennai, Tiruchi, Kolkata, Kochi, Mumbai, Nagpur and New Delhi.

The powers and duties of officers and employees.

Ministerial Staff:

Their work is office based and includes duties and responsibilities such as typing, filing, liaison, indenting, procurement, payment, stock keeping, printing, coordination with Govt/Statutory authorities, routine services to depts. and such other jobs exclusive to each dept and other clerical/ stenographic jobs.

Technical personnel:

Their work is in the shopfloor of the company and includes operating machinery and equipment, repairs, services, upkeep and maintenance, quality testing, customer service jobs etc.

The manner of execution of subsidy programmes including the amounts allocated and the details of beneficiaries of such programmes

Funds are allocated from SAIL for the following programmes annually

  1. Peripheral Development Programmes under Corporate Social Responsibility.
  2. The schemes/programmes to be implemented will be identified at the beginning of the year, based on budget allocation from SAIL. The same will be implemented by the Committees concerned over the year.
